After Leveling up, the xp needed to level again will be set to the percentage above instead of 100.
Scales the army costs to be the listed % of normal.
After Leveling up, increases the small bonus to stats received.

At least one enemy will try to guard each city. Any additonal enemies will act normally.
Enemies will spawn at cities rather than just at the base.

Lazy way to make battles go longer, just doubles the number of attacks for everyone. (AoE attacks get 2x - 1, minimum of +1 additional attack) This flag will be updated in the future.
